The Budget Process

The Diocesan Budget process begins in the spring with the Ways & Means Committee working with the Board of Directors to create a draft discussion budget. During the late summer this draft discussion budget is made available for review and comments. After considering this input and updated information, the Board of Directors approves a proposed budget at their September meeting that is presented to delegates for approval at Diocesan Convention in October.

The Board of Directors is making this 2025 Proposed Budget available for consideration and approval at the Convention, October 26-27.

This budget continues an additional draw from General Investment Funds. We feel this additional draw is needed to continue support for initiatives for clergy and lay leadership. Since 2022, under the leadership of Bishop Monnot, we have sought to intentionally train individuals and provide multiple congregational and leadership opportunities including, Genesis II, Faithful Innovations, Leadership Coaching, the College for Congregational Development, Bishop Kemper School for Ministry, Intercultural Development Inventory (IDI), Behavioral Health Ministry, Episco-PRIDE, as well as the new Regional Mission Initiative (thanks to the Lilly Grant we received).

One of the things we consider in putting the diocesan budget together is, where are we seeing enthusiasm and passion for new ministry? We are happy to say we have included 3 new lines in this budget for Episco-PRIDE, Behavioral Health Resources, and Chaplains to the Retired Clergy—all with enthusiastic leadership.

We also recognize that the cost of goods and services has increased drastically over the past several years, and this budget also has to reflect that. The 2025 budget includes a 3% cost of living increase for personnel, and a 4.7% increase in health benefits. Some individual lines in this budget have been reduced while others have needed to increase.
